County awards building bid

The Finney County Commission on Monday awarded the lower of two bids received for a project to renovate the Exhibition Building at the fairgrounds to Dick Construction of Garden City.
Dick Construction's base bid and two alternates came in at $737,363. The other bidder, Lee Construction of Garden City, bid $882,100.
Both bids were under a March architect's estimate of $884,000, and Dick Construction's bid came in close to the county's $707,000 estimate last fall.
The base package encompasses exterior work, including demolition of the existing south canopy, site work, construction of a new south entry vestibule, south canopy, exterior door and hardware replacement, painting of new doors, existing frames and exterior masonry walls and other related work.
Alternate No. 1 includes the interior portion of the project, including renovations to the serving kitchen, a retro-fit of insulation systems, painting, heating equipment replacement, lighting, circulation fans and other related work.
Alternate No. 2 includes an additional storage area and vestibule on the east side of the existing building, including doors and openings in the east wall.
Blaine Davis, the project's architect, said there will be at least one change order on the horizon, but the amount won't be known until the contractors begin working on removal of the south canopy. Davis said the canopy is attached to the main building with structural beams every 25 feet that go into a block wall.
"When we take the beam out of the block we won't know how much damage will happen right there, so there will be a charge to redo some masonry in the area where it comes out. It's not like we'll be replacing the entire block wall," he said.
A start date for the project hasn't been determined, but county officials estimate it may be sometime between late October and late December.
The county also needs to finalize project financing. Administrator Randy Partington indicated the county is looking into bank financing using a low-interest lease-purchase agreement and he hopes to finalize details over the next week.
